How the council handles demolition approvals
Penrith City Council lists demolition among the most common kinds of development needing approval, which is required unless the work is expressly exempt. DAs are lodged through the NSW Planning Portal.
Heritage items and conservation areas
Council consent is needed to alter or demolish a listed heritage item or a place in a heritage conservation area, and full or partial demolition consent requires a standard archival recording.
Trees on the block
Penrith’s tree rules cover plants 3.5 metres or taller or with a trunk over 100 mm at 1.4 metres. Trees within 3 metres of a house wall, dead trees and exempt species need no permit, while trees removed for development need a DA and permits generally aren’t issued for complying development.
Flood and bushfire mapping
The NSW Rural Fire Service has certified a bushfire prone land map for the whole Penrith area. On mapped land, a risk assessment forms part of the DA and a Bushfire Attack Level sets the protection measures required.
Fees, bonds and public land
Penrith City Council requires an Infrastructure Restoration Bond before any site work, including demolition, starts: $500 for minor residential work up to $100,000, $2,500 for residential work under $500,000 and 0.5% of project value (minimum $2,500) above that.
