Every service is dealt with before the excavator arrives
A house is connected to electricity, gas, water, sewer and telecommunications, and each connection belongs to a different organisation with its own process. Demolition cannot start until every live service has been disconnected, removed or protected, and the crew has written confirmation of that. A submitted application is not the same as a completed disconnection.
This guide explains which services are involved, who you contact, who does the physical work and how the steps usually fall in sequence. Gabrael coordinates these arrangements as part of a house demolition scope, but several steps must be authorised by the property owner or account holder, and provider charges are the provider’s, not ours.
Who arranges what
The table below is a general guide for a freestanding house in Greater Sydney. Network areas differ (Ausgrid serves much of Sydney’s east, north and inner areas; Endeavour Energy serves the west, south-west, Illawarra and Southern Highlands), and each provider can change its process. Confirm the current steps with the provider before relying on the table.

Two other items belong on the list even though they are not utilities: any solar system or battery must be isolated by a licensed electrician before the panels are removed, and rainwater tanks, septic systems or private stormwater connections need to be identified during the site assessment.
What a Level 2 ASP is and why it matters
In NSW, work on the electricity network itself is contestable and is carried out by Accredited Service Providers rather than by the network operator’s own crews. A Level 2 ASP is an electrical contractor accredited by the NSW Government to connect and disconnect customers’ premises to the distribution network, which includes removing the service line and the point of attachment on a house that is about to be demolished.
A general electrician cannot do this part. The Level 2 ASP must work within the network operator’s rules, obtain the required permissions and notify the network when the service has been removed. Endeavour Energy’s guidelines, for example, require the ASP to notify it within a set period after demolishing a site, and require written permission from the owner or agent before service and metering are removed.
In practice: your retailer closes the account and arranges meter removal, the permanent disconnection application is lodged with the network operator, and the Level 2 ASP attends to physically disconnect and remove the service. Gabrael arranges the ASP within its scope where agreed; the application itself needs the owner’s written authority.
An indicative sequence
The order below is typical. Some steps can run in parallel and providers sometimes ask for them in a different order.
- Confirm the approval pathway. Your DA or CDC conditions may say which services must be disconnected and what evidence is required before work starts. See the demolition approvals guide.
- Decide what must stay. A water service kept for the builder, a shared electricity supply to a granny flat, or a neighbour’s service crossing the property changes the plan. Note these at the site assessment.
- Lodge the electricity and gas requests early. These have the longest chains: retailer, network operator, ASP or contractor, each with their own scheduling.
- Book the plumber for water and sewer. The plumber applies through Sydney Water Tap in and completes the work on site.
- Cancel telecommunications and request nbn equipment removal. Do not let the crew cut cables that belong to NBN Co.
- Lodge a BYDA enquiry. Plans are needed before any digging, including footing removal.
- Collect written confirmation of each completed disconnection. This is a pre-start check. The crew does not rely on a verbal assurance that the power is off.
- Walk the site the day before. Confirm meters are gone, the service line is down, the gas is capped and the sewer is sealed.
Lead times and costs
None of the providers publish a guaranteed turnaround for demolition disconnections, and the time depends on the network area, the type of service and how quickly the retailer processes the request. Allow several weeks from lodgement, and confirm the expected date directly with the provider or the ASP once the request is in the system. Electricity abolishment in particular is often the item that decides the earliest possible demolition date, so it belongs at the top of the list once the approval is likely.
Charges for disconnection, abolishment, meter removal, plumbing and nbn equipment removal are set by each provider or trade, and are billed to the account holder or property owner. Disconnection checklist
- Electricity account closed with the retailer and a final read arranged.
- Permanent disconnection application lodged with Ausgrid or Endeavour Energy, with owner and occupier authority.
- Level 2 ASP booked to remove the service line; date confirmed in writing.
- Gas abolishment requested through the gas retailer; Jemena attendance date confirmed.
- Licensed plumber engaged for water disconnection and sewer sealing; Sydney Water Tap in application lodged.
- Internet and phone services cancelled; NBN Co equipment removal requested by the account holder.
- Solar, battery or any private generation isolated by a licensed electrician.
- BYDA enquiry lodged and plans received for the whole site.
- Written confirmation of each completed disconnection collected and given to the demolition contractor.
- Services that must remain marked on the site plan and physically protected.
What Gabrael coordinates
